Celebrating DOCC - Debate on, Change Community
A cross-border journey to transform democratic participation through the art of debate and the power of youth in changing communities comes to an end.

After 24 months of cross-border collaboration and dedicated research and implementation, the Debate On, Change Community (DOCC) project has reached its final milestone. What began as a vision to bridge emerging technology with civic participation has now materialized into a comprehensive suite of resources designed to empower a new generation of digital citizens.
This journey was fueled by the collective expertise of partners from Sweden, Croatia, Italy, Iceland, and Portugal. Together, we navigated the complexities of Artificial Intelligence and digital ethics, alongside established methodologies like debate and deliberation, to ensure that democracy remains vibrant in an increasingly algorithmic and complicated world. Today, we close this chapter not as an end, but as a beginning; all the tools created during this project are now finalized and open to the public.
The project’s legacy is encapsulated in its diverse outputs, which are now readily accessible to schools, youth organizations, and individual learners. Our two flagship Massive Open Online Courses (MOOCs) offer a complete roadmap: one tailored for young people to master the art of critical debate and AI literacy, and another specifically for youth workers to integrate digital deliberation into their daily practice. Alongside these, our pedagogical guides and toolkits provide the practical framework necessary to transform any digital space into a platform for meaningful democratic change.
As partners, we are proud to see these results come to life. While the official project timeline concludes, DOCC’s mission continues through every educator who utilizes our materials and every young person who finds their voice on our platform. The tools for change are now in your hands.
